Understanding Fairfield County Releases
A release means one custodian has ended its hold on a person. It does not always mean the person walked into the community. The Herman W. Young Fairfield County Detention Center may release someone after bond, time served, a dismissal, or completion of a local sentence. It may also transfer that person to the South Carolina Department of Corrections, another county, the U.S. Marshals Service, or immigration authorities. The local jail stay ends in each case, but only some outcomes are community releases.
That distinction controls the search. Fairfield County maintains the local incarceration record. SCDC maintains state-prison release data. The Department of Probation, Parole and Pardon Services tracks active community supervision, while the court docket records the legal order behind a bond or sentence. A person who has left the county jail will normally disappear from any current-custody view. The durable evidence is the release entry with its date, time, disposition, releasing authority, and destination.

Fairfield County Release Paths
The disposition matters as much as the date. A judge may authorize bond, yet payment, surety, processing, or another hold can delay the actual exit. A sentence may end after staff confirm jail credit. Parole applies to a prison sentence and leaves the person under Board jurisdiction. Probation may follow custody, but it can also be imposed without imprisonment. Never treat probation alone as proof of a prior jail release.

Fields in Fairfield Release Records
A useful Fairfield County release record answers who left, which custody ended, when it ended, and how it ended. The county does not publish an online field dictionary, so a focused request should name the fields sought. Ask for existing records rather than asking staff to compile a new report. Include a name and a second identifier, such as date of birth or booking number, to reduce the risk of a same-name match.

Not every field will be public or populated. Medical, victim, juvenile, security, sealed, and other protected data may be withheld or redacted. A blank release-type field must stay blank. It should not be filled by inference from a court event or roster disappearance.
Request Fairfield County Release Records
Fairfield requires a written Freedom of Information Act request for county material that is not online. The county form is optional. The county states that it determines availability within ten days, excluding weekends and legal holidays, or twenty days for records more than 24 months old. Production then is due within thirty calendar days, or thirty-five days for older records, unless another schedule is arranged. Posted charges include staff time at the lowest qualified prorated rate, 30 cents per page, and $10 for video. Electronic requests may have no charge. Rates can change, so confirm them before approving work.

Fairfield Release Record Law
South Carolina FOIA, Title 30 chapter 4, defines public records and gives rights to inspect or receive copies, subject to exemptions and other law. A public body does not have to create an electronic record it does not possess. Request segregable public fields so exempt data can be redacted while the remainder is produced.
Release and public visibility are separate questions. Under qualifying outcomes, section 17-1-40 permits arrest and booking material to be retained under seal and removed from public access. Expungement depends on the charge, outcome, and statutory route; it is not automatic when someone leaves jail. Fairfield publishes no online retention window, so the records officer must answer retention questions for the requested entry.
Find a Released Fairfield Inmate
Begin with the last known custodian. Fairfield County has no public current roster or recent-release feed, so a failed web search proves nothing. Call Inmate Booking at 803-815-4093 or Central Control at 803-635-4841. Ask whether the person remains at the Herman W. Young facility and, if not, whether the exit was a community release or a transfer.

- If the person entered state prison, search the SCDC Released Inmate List by a narrow date range and Fairfield County.
- Check the Fairfield Public Index for the legal disposition, bond order, sentence, or later change.
- Use PPP for active supervision and VINELink for person-specific status or alerts.
- Use BOP, ICE, or the federal docket only when a federal or immigration link is documented.
A released person is normally absent from a live custody list. Use the release record, not roster absence, to prove the exit.
SCDC Fairfield Released Inmate List
South Carolina separates current prisoners from released state inmates. The ordinary SCDC current-inmate search is based on the prior midnight and excludes released offenders, county detainees, people on parole or probation, community-supervised people, and fugitives. It is the wrong first tool for a past state-prison release.
The SCDC search disclaimer states those population limits directly.
The exclusion explains why a person can vanish from the current search after discharge. That disappearance provides no release date, release type, or destination. It also explains why a county detainee may never appear in the state tool at all.
Use the SCDC Released Inmate List. Enter required From and To dates, select Fairfield, and use the optional sex-offender indicator only when relevant. Results show ten per page and can be exported. Compare more than the name.

Fairfield Jail Release Verification
Fairfield County does not publish a 24-hour list, 72-hour list, release archive, or sheriff jail app. The detention menu and county sitemap show detention, visitation, directions, and bond-hearing resources, but no public roster. Same-day confirmation therefore depends on phone and records checks instead of an online list.
Ask staff for the actual date and time, disposition, and destination. A three-day historical question can be framed as a request for an existing log within exact start and end dates. FOIA does not require the county to create a list it does not maintain. Search-engine results and unofficial Fairfield pages may point to another state or an old address, so the county record remains the sound local source.
Why is a released Fairfield County inmate missing? A live custody display, where one exists, is designed for people still held. A release record, court disposition, or custody-specific released list is the correct historical source.
Fairfield Bond Hearings and Release
Fairfield holds bond hearings seven days a week. Winnsboro Department of Public Safety matters have posted hearings at 8 a.m. and 4 p.m.; other Fairfield law-enforcement matters are heard at 9 a.m. and 5 p.m. The official bond schedule identifies the hearing slots.
A hearing time is not an exit time. A judge decides pretrial conditions, not guilt, and the person may need to meet those terms. Processing or another hold can also prevent departure. Confirm physical release through the jail record.
Fairfield Supervision After Release
The South Carolina Department of Probation, Parole and Pardon Services tracks active supervision. Its search supports name, SID, birth-year, and county combinations. Data represent the prior day, and people who have completed supervision may no longer appear. A parole record supports release from prison under Board rules. A probation record alone does not prove a prison stay.

Read the displayed type carefully to distinguish parole, probation, community supervision, supervised reentry, or another category. County of supervision can differ from county of conviction or residence.
Fairfield Release Alerts and Transfers
South Carolina VINE and VINELink support a one-person custody check and future alerts. Fairfield participation is confirmed by SC SAVIN. Search by name or available ID, compare identifiers, open one record, and read the status, location, and date labels as shown. An explicit released or out-of-custody status is useful evidence, but VINE is not a certified archive. A no-match may reflect spelling, lag, privacy, or source coverage.
Federal custody needs a different path. The BOP Inmate Locator covers federal prisoners from 1982 forward and may show a release date and released status. ICE ODLS focuses on current immigration detention, not historical release. USMS has no comparable historical locator, so a federal docket and the holding facility record are key. A transfer from Fairfield to any of these authorities is not release to the community.

Fairfield Courts and Release Records
Fairfield Circuit Court and Magistrate Court use different offices. The Circuit and Clerk function is at 101 S. Congress Street, while Magistrate Court is at 115-B S. Congress Street. Search the Fairfield Public Index by party or case number, choose the correct court, and read the disposition, sentence, bond order, and later docket entries.

The portal can preserve the legal history after a custody display changes. Confirm the case number and court so a same-name party is not mistaken for the person sought.
The docket can explain why custody should end, but it may not record when the person passed through the jail exit. A dismissal may coexist with another hold. A bond order can precede compliance with conditions. A sentence may show credit for time served while staff still verify the calculation. Pair the court event with the detention release entry.
Fairfield Jail Name and Address
The jail was renamed by ordinance in 2022 and dedicated for longtime Sheriff Herman W. Young in 2023. Older records can still say “Fairfield County Detention Center.” Search both names when a booking or release period crosses the change. A request can list the present name followed by the older name in parentheses, which helps the records officer identify the same facility without treating the names as two custodians.

The dedication record supports 10 Faith Lane as the detention-center address. An old directions sentence instead points to the county administrative address on North Walnut Street, though its route ends at Faith Lane. Use Faith Lane for the jail, send county FOIA mail to the published FOIA address, and call before an in-person visit.
Visiting After a Fairfield Release
Fairfield's detention visitation policy says a former detainee must have been out at least six months before asking in writing for visitation reinstatement. This rare rule is tied to time after release, but it is not a locator and does not confirm a person's release date. Use the release record for that purpose.
Fairfield County Detention Facility
Herman W. Young Fairfield County Detention Center is the sole detention facility documented in Fairfield County. It holds pretrial and sentenced detainees and maintains incarceration records. A person may return to the community or move to another custodian. No SCDC prison, federal prison, or ICE detention facility is officially listed in the county, so those systems are used only when a sentence, docket, or transfer record supplies the link.
