The Herman W. Young Fairfield County Detention Center is a county jail for both pretrial and sentenced detainees. Fairfield County identifies processing, transportation, security, medical care, and maintenance of incarceration records among its functions. A person can leave after meeting bond conditions, receiving a court order, completing a local sentence, receiving credit for time served, or reaching another case outcome.

Departure can also mean transfer. SCDC may receive a person after a state sentence. Another county can collect someone on its hold, and federal or immigration authorities may take custody when supported by the record. In each case Fairfield custody ends, but community freedom does not necessarily begin. Ask for both the exit timestamp and the disposition or destination.

Confirm Herman W. Young Releases

Fairfield County has no official public roster, recent-release feed, archive, or sheriff jail-app link. Start with the facility. Inmate Booking is 803-815-4093, and Central Control is 803-635-4841. Give the person's full name plus a second identifier when possible. Ask whether the person remains in custody, left on a stated date, or transferred.

1. Call booking or central control and verify the person, not just the spelling of a name.
2. Ask for the actual release date and time, release disposition, and destination or receiving agency.
3. Check the Fairfield Public Index for the bond, sentence, dismissal, or later court order.
4. Submit a written county FOIA request when a lasting copy is needed.
5. If the entry says SCDC, use the state current search or released list according to present status.

A court order can explain the legal reason for release, but it may not equal physical departure. Bond conditions may remain unmet. Records staff may need time to process the order, or another hold may apply. The detention release entry supplies the county exit fact.

Request Herman W. Young Records

For historical proof, Fairfield requires a written FOIA request for records not online. The county form is optional; any clear written request can be processed. Identify the person by name plus date of birth or booking number and set a narrow date range. Ask for existing booking and release entries, actual release date and time, disposition or type, releasing court or authority, destination or transfer agency, charges, bond information, and any releasable booking photograph. Request electronic delivery and an estimate.

Under the county summary of section 30-4-30(C), availability is generally determined within ten business days, or twenty for records more than twenty-four months old. Production follows within thirty calendar days, or thirty-five for older records, unless otherwise arranged. Posted charges include staff time, $0.30 per page, and $10 video. The fee schedule notes electronic or email FOIA may have no charge. The county need not create a list that does not exist.

Fairfield Bond Hearing Times

The posted bond schedule is unusually specific. Winnsboro Department of Public Safety matters are heard at 8 a.m. and 4 p.m. Charges from other Fairfield County law-enforcement agencies are heard at 9 a.m. and 5 p.m. Hearings occur seven days a week.

The schedule shows court event times, not guaranteed release slots. A judge sets or reviews pretrial conditions and does not decide guilt at a bond hearing.

Physical release may follow later. A surety may be needed, facility staff must process the order, and another hold can block community departure. Fairfield does not publish family pickup, property return, weekend exit, or transport details. Call Central Control for current instructions rather than assuming a routine.

Herman W. Young Name History

The jail was renamed for longtime Sheriff Herman W. Young by a 2022 ordinance and dedicated in March 2023. Older records, saved links, and court entries may use “Fairfield County Detention Center” without the honorific name. Search and request both forms when a record crosses the rename.

The county's Herman W. Young building dedication identifies the present Faith Lane site.

The dedication explains the newer name and supports 10 Faith Lane as the detention address. This distinction can prevent records and in-person requests from going to the wrong building.

A separate county directions page retains stale wording that refers to 250 N. Walnut Street even though its directions end at Faith Lane. The Walnut Street location is associated with county and Sheriff administration. Use 10 Faith Lane for the detention center and call before an in-person visit.

Transfers Beyond Fairfield Custody

No SCDC prison, federal prison, or ICE detention center is officially listed as physically located in Fairfield County. Do not infer that a nearby prison housed someone merely because the prosecution began in Fairfield. A state-sentenced person can be assigned anywhere in the SCDC system.

When the release entry says “transfer to SCDC,” use the current SCDC search to test present state imprisonment. That tool excludes released people. After an actual state release, switch to the SCDC Released Inmate List, select Fairfield and a supported date range, and verify the SCDC ID. The county filter describes the state dataset and is not a Fairfield jail-release gallery.

A documented federal transfer calls for the BOP locator after designation, while USMS pretrial history may require the federal docket and holding-facility record. An entry showing release to ICE describes a custody transfer. ICE's locator is current-focused, so absence is not historical proof.

After a Fairfield Community Release

Community release may still include supervision. The Parole / Probation page routes active South Carolina supervision checks to PPP. A parole result can support release from imprisonment into community supervision. Probation alone cannot prove a prior jail or prison release because a court can impose probation without imprisonment.

South Carolina VINE can provide a person-specific status check and future custody-change alerts. Fairfield participation is documented through SC SAVIN, but a delayed or missing result is possible. An explicit released or out-of-custody status is useful evidence, then the former custodian should confirm it. A transfer notice proves movement, not community freedom.

About the Fairfield Detention Center

Fairfield County operates this county jail for pretrial and sentenced detainees. Its published duties include detainee processing and transportation, maintaining security, arranging medical care, and keeping incarceration records. It is not an SCDC prison. That distinction determines where release evidence is found.

The jail's website provides visitation, bond, directions, and contact pages, but no roster or historical release archive. A live call answers the immediate custody question. A focused FOIA request supplies the durable local record. Court records explain the legal event, while SCDC, VINELink, or another locator applies only when the evidence points to that separate custodian.

Fairfield's visitation policy adds one unusual post-release rule: a person formerly held there must be out at least six months before requesting visitation reinstatement in writing. The rule is not a locator and does not prove a release date. It is a facility policy tied to elapsed time after release.
